This is an appeal by the Secretary of Transportation, defendant, from a final order of the District Court of Shawnee County holding the Kansas Highway Advertising Control Act of 1972, K.S.A. 68-2231 et seq., unconstitutionally overbroad and facially invalid, and enjoining the Secretary from removing any billboards owned by the plaintiff.
