This is a direct review of a decision of the Illinois Pollution Control Board (the Board) denying a variance which would have allowed petitioner to connect its proposed motel into the Marionbrook sewage system. The Board denied the petition for a variance on grounds that the Marionbrook facility was being operated in excess of its design capacity and that any hardship suffered by petitioner...
