This matter came on to be heard pursuant to an appeal under R.C. 4141.28(O). Appellant, the village of Moscow, has designated three assignments of error in respect to the referee's decision awarding unemployment compensation benefits to Dennis Skeene, a former employee of the village. Appellees are the Unemployment Compensation Board of Review, the Administrator of the Bureau of Employment Services, and Skeene.
