The plaintiff Yerardi's Moody Street Restaurant and Lounge, Inc. (Yerardi), the holder of an all-alcoholic beverages license with a closing time of 1:00 A.M., petitioned the board of selectmen of Randolph (board), the local licensing authority, to "extend" the closing time to 2:00 A.M.
