From 1966 to 1972, Cardinal Cushing College (Cushing) used the buildings involved in this controversy as dormitories.2 Newbury Junior College (Newbury), a new owner of a portion of the former Cushing campus, applied on October 28, 1982, to the selectmen of Brookline for a lodging house license under G.L.c. 140, § 23, as appearing in St. 1981, c. 351, § 73, so that it might use the buildings as dormitories to accommodate...
