Preferred Communications, Inc. (PCI) brought an action arising under 42 U.S.C. § 1983 (1982) against the City of Los Angeles (the City) and the Los Angeles Department of Water and Power claiming a deprivation of rights protected under the First and Fourteenth Amendments, as well as violations of the federal antitrust laws, and various state law violations. The district court had jurisdiction under 28 U.S.C. §§ 1331, 1337, 1343...
