This is an appeal from the dismissal of a complaint filed under 42 U.S.C. §§ 1983 and 1985 alleging violations of the equal protection clause of the fourteenth amendment. The plaintiffs are citizens, residents, voters and taxpayers of Buncombe County, North Carolina, who sued Buncombe County and the Buncombe County Board of Elections (defendants) to prevent the defendants from conducting the 1984 county elections and organizing the...
