In 1983, the respondents filed a special exception petition to place a travel trailer park on a sixty-five acre parcel adjacent to the Myakka River. The entire parcel of land is within a flood-prone area and within a federally designated Area of Special Flood Hazard. The parcel has also been designated for rural uses with a maximum density of one dwelling unit per five acres. The respondents proposed a park which would consist of space for 350...
