Paccar International, Inc. ("Paccint") brought this action seeking to enjoin the Commercial Bank of Kuwait, S.A.K. ("CBK") from drawing on a letter of credit issued by the Los Angeles branch of Chase Bank International ("Chase"). The district court granted a preliminary injunction against CBK. CBK appeals, asserting that the district court lacked personal jurisdiction over CBK and that the district court erred in granting the preliminary injunction...
