Fulton, Jr., applied for disability insurance benefits under 42 U.S.C. § 423(a)(1) (1982), and supplemental security income benefits under 42 U.S.C. § 1382(a)(1) (1982) in April 1982, alleging that he had been disabled since October 25, 1981, due to a mental impairment.1 His application was denied initially and upon reconsideration.
