Judge James Magruder Rea of the Prince George's County Circuit Court granted a summary judgment in favor of Potomac Electric Power Company (PEPCO) against Deonarine Dhanraj and his spouse. The court held as a matter of law that PEPCO's employee, Joseph Sandy, was not acting within the scope of his employment at the time of a motor vehicle accident.
