The plaintiff brought this action in the district court seeking declaratory, equitable, and monetary relief under 42 U.S.C. §§ 1983 and 1985(3) for an alleged violation of his first and fourteenth amendment rights arising out of the termination of his employment with the defendant Ashland County. The district court granted summary judgment to the defendants on all of the claims and awarded $42,095 in attorneys' fees against the plaintiff...
