Appellant, City of Laredo, appeals the denial of a bill of review. Appellee, Hector Ruben Threadgill, took a default judgment against the City on March 22, 1983, in which appellee recovered certain real estate. Appellee's attorney did not file a certificate of appellant's address as required by TEX.R.CIV.P. 239a.
