Tibboel was convicted of willful failure to file income tax returns for three years, in violation of 26 U.S.C. § 7203, and sentenced to serve a year in prison followed by five years on probation and to pay a fine of $10,000. The only issue his appeal raises that merits discussion is whether his rights under the Speedy Trial Act (as amended in 1979), 18 U.S.C. §§...
