This case involves a petition filed by the commissioners of the Cache River Bayou DeView Improvement District seeking permission in circuit court to alter the plans for the district. The petition was granted and this appeal is brought by the landowners who oppose the proposed changes. Our jurisdiction is under Sup.Ct.R. 29(1)(c) as we are being asked to interpret a statute.
