MATTHEWS, Justice.

Pipeliners Union Local 798 of Tulsa, Oklahoma represented all welder helpers during the construction of the Trans-Alaska pipeline. The position of welder helper is unskilled and requires no special training. One of the Union's functions was to dispatch helpers to work on the pipeline when helpers were requested by pipeline contractors. All dispatches were made by the Fairbanks office of the Union.
