We granted the writ of certiorari in order to review the Court of Civil Appeals' decision, 480 So.2d 558, upholding the Montgomery County Circuit Court's judgment which denies relief to plaintiffs in an action to recover funds allegedly owed under the Medicaid program. We reverse.
