Relator's application for the writ alleges respondent, a municipal circuit judge, was without jurisdiction to serve as such judge for the City of Cool Valley because the city failed to legally constitute its municipal court within the time authorized by Article V, § 27 of the Missouri Constitution and § 476.016.5...
