Chapman challenging his discharge from employment with the National Aeronautics and Space Administration (NASA) in August of 1977. In a prior opinion, 682 F.2d 526 (5th Cir.1982), this court reversed the district court's holding that a supervisor's handwritten memoranda were not "records" within the meaning of the Privacy Act of 1974, 5 U.S.C. §...
