The Secretary of Labor ("the Secretary") brought this action against the defendant-union ("the Union") under § 401(e) of the Labor-Management Reporting and Disclosure Act of 1959, 29 U.S.C. § 481(e), alleging that the Union denied its members a reasonable chance for nominating candidates in an election for Secretary of the Union.
