On December 9, 1982, Walter David Decker was observed removing items from several cars parked in downtown Burley. He was apprehended and charged with two counts of second degree burglary. I.C. § 18-1401, -1402. Pursuant to a plea bargain agreement, Decker pled guilty to one count of burglary, while the state dismissed the other charge.
