HENDERSON, Justice.

This is a civil appeal from a judgment denying a reopening of two section-line highways. We affirm.

On July 1, 1981, a petition signed by twenty-six residents of Codington County, South Dakota, was filed with the Board of County Commissioners of Codington County (Board), requesting they reopen and locate two section-line highways in Richland Township, Codington County.
