This appeal asks us to determine whether the five-year term of office of the director (the Director) of the Arizona Department of Public Safety (DPS) runs independently of the occupant's tenure, or whether each separate occupant of the office is entitled to a full five-year term irrespective of the date he or she was appointed to office.
