Appellant was employed by the City of Tucson from approximately February 1, 1982, through May 18, 1982. On October 4, 1982, appellant filed a claim for unemployment insurance benefits. Appellant's base year consisted of the third and fourth quarters of 1981 and the first and second quarters of 1982.
