Appellants, Margaret Berndsen, Norma E. Phelps, and Tom Mastrandreou, were bus drivers employed by the Westerville Board of Education. Their positions were abolished by the board on August 9, 1982, as a result of which they were laid off. Notification of the board's action was sent to the Westerville Personnel Review Board, appellee, on August 10, 1982.
