Roy Knowles was one of five commissioners of Floyd County and as such was DeBerry's nominal employer. While DeBerry was working as deputy warden, telephonic reports as well as personal contact by unnamed citizens of the county were made to Knowles in his capacity as commissioner that DeBerry was conducting himself in an inappropriate manner as...
