Aman Abdi sought federal habeas corpus relief in the district court for the Northern District of Georgia, asking that the court prevent the state of Georgia from prosecuting him for rape. He asserted that during an earlier trial for the same offense the state trial court had improperly granted a mistrial, and contended that a new trial
