McGuinness applied for a job as a postman with the Milwaukee office of the Postal Service. The Service's acting director of employee and labor relations (Jackson) turned him down on the ground that McGuinness's flat feet and hammer toes made him physically unfit for the job, which requires eight hours a day of standing, walking, and lifting. McGuinness appealed to Winslow, the general manager of the Postal Service's employee relations division...
