This case is before us on the petition of Loretto Heights College to review and set aside an order of the National Labor Relations Board and on the cross-application of the Board for enforcement of its order. The Board found that the College violated sections 8(a)(1) and 8(a)(5) of the National Labor Relations Act, 29 U.S.C. § 158(a)(1), (5) (1982) (the Act), by withdrawing recognition of and refusing to bargain with the Loretto Heights...
