The State of Louisiana, through the Department of Transportation and Development (DOTD) appeals the judgments against it in these consolidated cases. Ronald Wayne Efferson, Dale A. LeBlanc, and Charles W. Stevens were injured when a pickup truck driven by Stevens left Louisiana Highway 1032 in Denham Springs, Louisiana, and struck two trees. Efferson and LeBlanc brought suit against Stevens and the State of Louisiana through the Department of Development...
