Appellant Shamon seeks this court's review of denial by the Board of Immigration Appeals of his application for withholding of deportation, 8 U.S.C. § 1253(h) (1982), and application for asylum, 8 U.S.C. § 1158(a) (1982), under the Immigration and Nationality Act. Since the application for asylum was made after institution of deportation proceedings, it will be considered as a request for withholding deportation. See 8 C.F.R. § 208...
