PER CURIAM.

Plaintiff-appellant Charles E. Williams, an attorney employed by the Internal Revenue Service (IRS or Service), appeals from the district court's dismissal of his challenge to a five-day disciplinary suspension. The suspension, carried out in January 1983, was based on Williams' involvement as counsel in litigation unrelated to his IRS employment without requesting or receiving permission from the Office of Chief Counsel.
