I am unwilling to agree with the majority that whenever the police observe an individual holding "a manila envelope," probable cause exists to arrest the individual for possession of marijuana. In my view, the majority holding violates basic constitutional guarantees. U.S. Const. amends. IV, XIV. I therefore...
