I. NATURE OF THE CASE

This is an appeal by defendants from a three-judge district court's award of attorney's fees to plaintiffs. This is the aftermath of a successful challenge of the constitutionality of the existing Kansas congressional districts. This court has jurisdiction over the appeal. Supreme Court of Virginia v.
