Rosen, a member of the Pennsylvania Bar, and the Philadelphia law firm of which he is a partner, Spector, Cohen, Gadon, and Rosen ("Spector, Cohen"), brought a civil action against the National Labor Relations Board ("NLRB" or "Board") and its executive secretary, John Truesdale, seeking relief from a finding by an Administrative Law Judge that Mr. Rosen had suborned perjury...
