This matter is before the court on plaintiffs' motion to amend their complaint challenging a determination of the United States Department of Commerce (Commerce) of sales at Less Than Fair Value (LTFV) pursuant to 19 U.S.C. § 1673d(a) (1982) of the antidumping laws.1 The amendment would add a claim that certain items found by Commerce to be general expenses and allowed in part as adjustments...
