This is an appeal from a judgment of the circuit court reversing a ruling of the district court which held that the appellee, Cabinet for Human Resources, Commonwealth of Kentucky, could be required to exercise control over the financial resources of a person adjudged retarded, under the language of KRS 202B.060.
