The district court denied, without an evidentiary hearing, the petition of Willie L. Celestine for habeas corpus relief from his Louisiana murder conviction and death sentence. This court stayed appellant's execution to permit full briefing and oral argument on his claims of constitutional infirmity in the selection of jurors at his trial and in the performance of his lawyer during the penalty phase of that proceeding.
