This case concerns extradition proceedings against Paul Allen, a fugitive from Canadian justice. While awaiting extradition under an order from the United States District Court for the Southern District of Texas, Allen filed this habeas corpus action in which he alleged that delay in delivering him to Canadian authorities entitled him to release.
