Initially, Phyllis Sterling was adjudicated in matters 59043 and 59043A by the Juvenile Court to be a child in need of supervision. This adjudication was pursuant to C.J.P. art. 13 § 13(c). On March 23, 1982, at the disposition hearing, she was placed on active probation for two years.
