Jean Hebert Miller and Anita Hebert Duplechin, plaintiffs, filed suit against the Calcasieu Parish Police Jury and Donald Broussard, defendants, seeking a judgment declaring null and void the Police Jury's decision to abandon the portion of a public road known as Phillips Lane.
