The People of the State of Illinois have petitioned this court for review of a final administrative order of the Pollution Control Board (the Board) entered on October 14, 1982. The order repealed two of the Board's water pollution regulations setting water quality standards for the State's surface waters and relaxed the requirement for the discharge of sewage treatment...
