Between February and May 1981, ten complaints issued from Anoka and Sherburne Counties1 against appellant James Arthur Charest, charging him with twenty-four counts of receiving stolen property and felonious theft in connection with a so-called "chop shop" operation, by which vehicle identification numbers were removed from wrecked vehicles and transferred to stolen vehicles, which were then resold.
