This is a workers' compensation action brought by James Flowers, a laborer employed by Consolidated Container Corporation (Consolidated) from 1971 to 1978. A compensation judge awarded Flowers permanent partial disability benefits for two injuries: 25% disablement of his lungs and 10% disablement of his back.
