In this proceeding we review Decision No. 93896 of the Public Utilities Commission as modified. The decision provides that unclaimed refunds payable by Pacific Telephone and Telegraph Company (Pacific) shall be distributed pro rata to its current customers. Kenneth Cory, the Controller of the State of California, claims that the unpaid funds should be paid to the state under the Unclaimed Property Law...
