The controlling question in this appeal is whether there was substantial evidence in the record of proceedings before an administrative agency to support its findings.

The Virginia Real Estate Commission, acting upon a complaint against Dorsey V. Bias, a broker, found that Bias had violated its Regulation 8.2(19), which requires a broker or salesman "to promptly tender to the seller every written offer to purchase obtained on the property...
