Plaintiff-appellant Chiplin Enterprises, Inc. ("Chiplin") built, operates, and collects rents from a 24-unit apartment complex in Lebanon, New Hampshire. The building permit for the project was granted only after five years of negotiations with local authorities and a trip through the New Hampshire courts.
