Plaintiff-appellant Chiplin Enterprises, Inc. ("Chiplin") built, operates, and collects rents from a 24-unit apartment complex in Lebanon, New Hampshire. The building permit for the project was granted only after five years of negotiations with local authorities and a trip through the New Hampshire courts. Once it had the permit in hand, Chiplin brought the present suit in the United States District Court for the District of New Hampshire...
