This is a petition by National Posters, Inc. ("Employer") for review of an order by the National Labor Relations Board ("Board"). That order, issued December 10, 1982, requires Employer to bargain collectively with the Baltimore Printing Pressmen and Assistants Union ("Union"). Employer had refused to bargain with the Union in order to obtain judicial review of the Board's certification of the Union...
