Plaintiff-Appellant Timothy Keenan filed suit against his former employer, American Cast Iron Pipe Company ["ACIPCO"], alleging that its garnishment policy violated Title VII of the Civil Rights Act of 1964, as amended, 42 U.S.C.A. § 2000e et seq. ["Title VII"] and 42 U.S.C.A. § 1981. ACIPCO's garnishment policy provides that employees who are garnished will be disciplined by receiving reprimands for the first and second garnishments...
