Claiming that in 1961 he was unconstitutionally convicted by the State of Maryland as an adult when he was a juvenile, Andrew Alexander sought by federal habeas corpus petition to defeat Maryland's effort by detainer to secure his custody from federal authorities to force completion of his state sentence under the challenged conviction.
